Library Rules


1. HOURS OF OPENING:

  • The C.P.R.I. Library will ordinarily observe the following hours: 9:00am to 5:30 pm.
  • Issues and Returns from 9:00am to 5:30 pm.
  • The library remain closed on Saturdays, Sundays and other notified holidays.

2. ELIGIBILITY RULES:


The following persons are eligible for making use of the library:
  • Officers and Technicians down to Grade IV of CRTL and the staff from Head Quarters.
  • Organisations admitted as Institutional Members of the library.

3. READERS CARDS:

Four books will be issued to eligible persons by the Senior Librarian, on request from the readers. Technicians Grade IV and Ministerial staff, are eligible for only one book. Senior Research Fellows and Junior Research Fellows are eligible for two books for a period of 15 days only. Users who desire to borrow books and publications shall request for tickets through the respective heads of division.
The cards are not transferable. In the event of loss of a Reader Card, a duplicate card will be issued on payment of Rs. 50/- (Rupees fifty) after a lapse of 30 days from the date of reporting the loss in writing to the library.
The duplicate card will be issued only on the understanding that the borrower will be responsible for any loss arising out of the loss of the original card.

4.LOAN OF BOOKS AND PERIODICALS TO MEMBERS:

a) All books except reference books will normally be issued from library, for one month. Reference books will be issued overnight only; bound volumes for one week and loose issues of periodicals for one week. Certain publications categorized as 'Not for Issue', will not be issued at all. They can be referred only in the library.
b) Handbooks, Dictionaries and Encyclopedias will NOT be issued on loan.
c) Books/Journals borrowed on the cards should be returned on or before the due date stamped on due date slip.
d) Books are required to be presented physically at the library for renewal. Books will be renewed only if there are no other reservations.
e) Over-due books will not be renewed.
f) A fine of Rs. 5/- per day will levied after the due date.
g) If books are not returned or renewed even after two reminders and a final notice, the cost of book will be recovered from the pay bill of the defaulting borrower, or action initiated to replace the copy by purchasing a new one and the cost recovered from the defaulter. If the book/publication is out of print, the total cost of the same plus one hundred percent or at the rate as decided by the competent authority will be recovered from the borrower.
h) No publication shall be taken out from the library and Information Centre by any person unless he gives a card to the counter in exchange for the publication.
i) Books, Periodicals and any other material that have been taken out of the library are liable to be recalled at any time and when so recalled, must be returned at once.
j) Every reader must return all books in his/her possession to the library for stock verification.
k) A "No-Due" certificate issued by the library and Information Centre should be obtained and produced to the administration before a person leaves the institute on long leave, transfer or resignation etc.

5. INTER LIBRARY LOANS:

Books and Journals available in the CPRI Library and Information Centre may be lent to local libraries of other member institutions. Any publication marked as reference works, or any valuable book, or a book that is in constant demand will not be issued on inter library loan.
a) Bound volumes and current issues of journals will not be issued on inter library loan.
b) The period of loan will be 15 days for books from the date of issue, unless recalled by the CPRI Library and Information Centre earlier.
c) The borrowing library will have to make good any loss or damage to the account from the time it is lent out till it is returned to the library.
d) The borrowing library will have to return books/publications within the specified period or have them renewed in advance.
e) Every requisition for a loan of books should be routed through the library of the borrowing organisation

6. ACQUISITION OF BOOKS/PUBLICATIONS:

a) Members desirous of proposing books for procurement to the library may do so by indenting such books in the indent form available in the library. The indents may be sent to the Library and Information Centre through Head of the division concerned.
b) Books received on approval and kept on display may also be inspected and recommended for purchase by raising indents.
c) Approval books will NOT be issued on loan or allowed to be taken out of the library and Information Centre.
d) New books/publications shall not normally be issued while they are on display in the Library and Information Centre.

7. GENERAL RULES:

a) Before entering the library, readers are requested to deposit their belongings at the counter; and sign in the register kept for that purpose.
b) Before leaving the library, readers should leave the books/journals on the table itself. They need NOT replace the books on the shelves.
c) Smoking, loud conversation and similar objectionable practices are not allowed in or around the Library and Information Centre premises.
d) Readers are requested not to write and mark upon or otherwise damage any book, periodical or any other material belonging to the library.
e) Readers are responsible for any damage or injury done by them to the books or other property and if so damaged or injured they are liable to pay the full value thereof or as determined by the Senior Librarian or the officer-in-charge or by the Director, C.R.T.L.
f) The library staff at the counter are authorised to examine everything that passes into or out of the Library and Information Centre.
g) The Director General, CPRI will have the power to suspend the use of the cards by any reader or deny the use of the library to any reader found neglecting to comply with any of these rules.
h) Notwithstanding anything contained in these rules, the Library Advisory Committee and the Director General, C.P.R.I. will have powers to cancel in full or in part or to modify suitably any or all the rules herein mentioned.
